I have actually the explaination of wtf is going on here.

It's a picture taken from a page of the old "humorous" french magazine : Hara Kiri. Which was basically a wtf machine in everyone of its page. It would print jokes, often sexual, and usually convey the joke with a photo. Some were edited, some were not.

Most people on the pictures where members of the redaction of the magazine, and they actually didn't give a fuck. They would do whatever to shock the reader, cause that was what it was about.

As per this particular picture, it's a play on words on the french slang "Enculeur de mouches", which means something close to "fucking nitpicker". A literal translation of it would be "fly ass fucker"; and the picture shows of course the term in its most literal way.
