Its a tugboat or most likely a push-boat. It utilizes multiple engines to allow more turning power at low speeds than a rudder will allow.

The idea isn't speed, its direction. When you are pushing something massive you are moving slow and you shut down multiple engines on one side to force the boat to rotate in a specific direction.

That setup isn't going to get you much more speed than 2 or 3 of those things, is going to measure fuel economy in liters/minute, and will just die of prop walk.

What it will do is reach top speed in about a second, throw foam everywhere, and won't even notice if half of those things break down. I have no idea why you would do this.
